This isn't so much of a tutorial as it is an explanation... To make the popart you should be pretty good with Photoshop. What I do is I open the original image in photoshop and make a new transparent layer on top of the original image. Take a 2 or 3 pixel paintbrush and just outline the persons face, hair, eyes, eyebrows, etc. draw lines where there a distinct facial features, draw lines in the hair to show rythm in it. After that you fill each part with a different color using the paintbucket tool... That's about it, hope it helps and hopefully I'll have a nice tutorial about how to do it in detail with pictures...
